DCA has no custom with customs in the US you get ... .
Then you can decide whether to check it.
Best practice is when you check in for your flight to have your bag checked only to the city get your luggage back no matter what.

Cabin bags are not x-rayed or otherwise checked, Booked luggage is strictly controlled.
You just can't leave any in your checked in luggage with reasonable quality food for sale.
Of course you can take food and drink on.

If the food item is not made in countries suffering from epidemic etc, it should be okay as long as it is in reasonable amount (anything ridiculously more... .
Reasonable quantities should be OK, but there's never a guarantee that customs won't confiscate it .

Reliability of Airlines with Checked Luggage? We are flying United from San Francisco to Roatan with a 4 hour connection in Houston.
I'm just curious if most people carry on their dive gear or check it. I'd hate to be stuck without my gear, but I guess...

Now, international flights have lower liabilities for lost luggage if it takes that long to get a missing checked bag.
To be gate checked at times.
