City cops seem more "put together" in their appearance/more around.

Liberty City has recently had cop recruitment because of foreigners killing cops.
Petrol is also rising and there are less Police Cruisers.
Because of this problem the LCPD have now got a equal amount of cops in each zone to still keep the community safe...
