Any suggestions? Currently I'm running 25's for training with no problem. Should I run 23's and deal with the bumps a little more for less rolling resistance?

The clincher version, at least, is an excellent expensive tires.
I dunno about tubular vs clincher life, but if you care about tyre life, you probably shouldn't be running GP4000's, either as a tubular or a clincher.

I had old tires on a 1911 Hupp once, tried tire irons like you did, no way as mentioned, a hacksaw saw.
A hacksaw to an old clincher tire.
Tire isn't dry rotted.
And the rims still have all their paint.
