Something I've been thinking might be a good idea for a while actually.
As you all know, at the moment, if you're in (say) galaxy 2.3, you get -1 to ETAs within the 2 cluster; 2.1, 2.2, 2.4 etc.
The disadvantage I find here is that it's made pretty easy...

Reducing cluster strength by adding parallel eta advantages reduces the use of having cluster wars.
Cluster wars are one of the nicer parts of this game.
