Was issued in 1948, and about 1 year later the thin paper gray 1/6d airmail came out.

Why does this have 13c on it?
I think it only needed 8c for airmail(?) Possibly less, as 8c is the letter rate of 5 + 3c for airmail - presumably PCs would be less.
