I'm not sure this is possible, but I'm interesting in making this happen.
Ideally, I would like to map this feature to shift+control+3.
I'm looking for a way to have Vim enter a comment (single line) which corresponds to the syntax of the file I'm editing...

You want to start a comment in insert mode so your function would look more like:
fun CommentLines....

Use the nerd commenter plugin: http a highlighted area in visual mode.

I guess the closest thing I do to that is use the way I integrate GIT with my issue tracker .
EDIT:
Wait, you are looking for something like Bookmarks / TODO outside of an IDE, not snippet manager, misread the question .

You can use jAlbum widgets with almost any skin, and one of the widget options is a "comment" feature..

Thank you for adding the new in-thread comments feature. I just discovered how you can see what someone said to one of your posts without having to leave the thread. That's cool.

Although Jezebel did change it with the new comment system so it also says "X comments" instead of "post a comment" after ....
For those unsure what Eye on Earth means, if you click on "post a comment" for your own post, a box.

The REM (Remark) allows you to put in a comment.

I am trying to create a comments posting feature in my site using javascript
However everytime i click on submit it shows the comment posted for a second and then the comment dissapears. It does not retain the comment posted. Please help.
