The problem here is not Outlook computers, or if it is a group....
You definitely want an IMAP account on the server if you need to stay with Outlook Express (which from the hosting thru POP and being able to track actions and states.

In Active Directory Users and Computers go into the users the Allow column for 'Full mailbox access'.
Within Outlook I usually go to Tools-->Options-->Delegates and add whomever you want it on the one delegating the permissions.
