Im just in the process of constructing a house and have beEn given the option of two types of construction material for the blockwork.

A true concrete block use this method with concrete blocks also, they have a tendancy to crack easy, if the wind catches value over the grey concrete blocks....
Stay with the post beam structure method and just infill with blocks.

I know there has been a lot of frustration expressed in past messages with the way concrete beams sometimes join. In my case, the beams join fine until I place a CMU wall against the underside.
The beams are rectangular, but wilh a horizontal concrete...

A 1/32” should do experimented with setting a gap between the wall and beam, and I have had mixed results.
A quick work-a-round would be to establish a small gap between the wall the beam.

My GC has found major spalling effect in my 1940s home in Fort Lauderdale. The load bearing tie beams have lost chunks of concrete exposing the rusted rebar. How is this repairable and should this be an additional cost that should be passed on to me?

Windemere, GR in SR are all with concrete slab.
The preferred design is drilled piers with concrete grade beams.
They are not allowed in the BA any more.
Concrete slabs are used for low cost housing.

In the event that a continuous masonry bond beam's bottom elevation is the same as the bottom elevation of a steel beam (lintel, floor beam or roof beam), is it necessary to provide attachment between the bond beam reinforcement & the steel beam for continuity...

Your detail is fine for a beam perpendicular....
When you place reinforcement for the bond beam, you simply thread the bars through the holes.
Nothing wrong with it.
I have used holes through the web of the beam in this situation.

When high strength concrete is made, to accomplish High Strength concrete, very often silica....
In the construction side? Concrete does 2 things I may be missing something here but why you need High Strength concrete for a patio.
