That once carbonation has taken place the rebar is likely to spall the concrete in another place and concrete in my mind would serve a dual purpose of bonding agent for new scratch coat and sealer you just attach steel by stainless wire....

I put a tiny bit of concrete around a fence post last night...
And now I know I did a few things wrong.
1> I put in way too much water to start (so had to add more concrete mix)
2> Even after adding more concrete mix, I think I still had too wet...

Yes, you can use multiple-column on a,b,c and if you feel that your workload covers more multi-column queries then you can switch to multi-column indexes.
Because the index itself might get updated.
And delete operations.

The other thing...so far, problem free and it has done a lot of polishing and profiling on stone and concrete to fabricate large concrete caps....
I'm pleased so far...this concrete is really hard, almost like real stone.
