Today I saw this player wearing an armor piece much higher than their level as their cosmetic outfit. How is this possible? I tried it myself but says my character's level is too low to equip the armor piece.

It doesn't work for me was "use it as an outfit ....
You have to click on the 'cosmetic outfits' tab and there you armor that their class can't use and they want to use it cosmetically.
Of char screen and will not always work.
