The default size of the label is too big and each label's bottom....
Maybe
Label[] labels = new Label[10];
needs to be
Control[] labels = new Control[10];
As far put more detailed code but I don't have it to hand.

[self.view addSubview:Label];
so it is after
[self.view addSubview:header];
Switch the order are trying to create a custom navigation....
Try changing the order.
Looks like you're adding header after the label so it's covering it up.
