The card I am going to buy is a Sapphire ATI Radeon HD 5770 which has 2x Dual-Link DVI-I and 1x HDMI outputs. My monitor will be a Viewsonic VX2260wm 22" Widescreen LCD Monitor which has 1x DVI-D and 1x HDMI inputs at 1920x1080 .

I'm plugging my (Dell) laptop's secondary DVI port to my HDTV. Sometimes the connection is detected right away. Sometimes I have to reboot the laptop. Is there a way to ensure the newly detected laptop is available right away?

It depends on your TV. If it has HDMI then get a HDMI cable. If has DVI then get a DVI cable and connect it to the Mini using the adapter.
