You do have is dead-on, the cam gear timing mark is off about a half a tooth.
Do not attempt to install the belt with the marks in any position other than dead on.

So when the engine is top dead center should all the valves be closed. aka on the intake and exhaust side. i think that might be part of my issue if they are supposed to be. the exhaust side is closed on TDC but the intake side is open on no 3
