Web-based like Mint.com (plus mobile Web and Android device support for now), but unlike Mint, it's based on the envelope method of budgeting at the point-of-sale, closely approximating....

The foreign deposit rates (bar AUS$) don't seem attractive enough to warrant paying charges/conversion rates.
If the EUR goes, then your deposit will get converted.

Take out your budgeted the envelope system with our income honestly.
For budgets, like food, use the envelope system.
With for savings and retirement, etc.
Are there any regulatory requirements that would prevent a bank from putting a limit on the amount of a deposit at ATMs? Has anyone implemented such a restriction?

I think limits can certainly be justified to curb envelope fraud.
You could limit deposit amounts ATMs by other banks' cardholders.
There are no such regulatory requirements that I am aware of .
