They are both definitely related to anxiety.
I get panic attacks too, and when I am anxious both my OCD symptoms and my panic attacks flare up.

I can breathe and the OCD is only a small space in my mind and i've had phases where its all i think they answer (although i can control it so i wouldnt call someone in the middle of the night) My OCD makes me and the OCD.

Although I am not a doctor and I cannot diagnose you, you do sound like you are having OCD.
