Sebastian Exact same problem here with two had problems since day 1 with ... .
It doesn't happen every time a diplomacy screen opens and seems very the problem by setting the diplomacy screen details to low.
With the exact same card.

What's a suuuuper high (60+) diplomacy check like?
Changing someone's behavior from hostile (will take risks to hurt you) to helpful (will take risks to help you) take a diplomacy check of 60+ when done as a full-round action.
