My wife has been complaining about her MacBook Air's performance. It seems to work fine, but when I ran Disk Utility and did a "Verify Disk", it reported filesystem errors. The "Repair Disk" button was disabled, because this is the startup drive.

Clicking Repair Disk Permissions makes the progress bar flash once, and that's it.
Therefore I can only assume it is an issue disk set.
Version of disk utility - this started to repair permissions.

You cannot repair a disk you are booted from.
If Lion enter Lion Recovery and do the same thing .
Boot from the install disc, go to Utilities> Disk utility and run Repair Disk from there.

What you may do is, run a System File Checker (SFC) Tool and the try creating a repair disk the disk is not readable....
You may try burning the repair disk at a lower speed, as at times due to a high speed burning created.

Creating a system repair disk in Windows 7
Go to Control Panel-System and Security. Select "Back up your computer." Then in the left side of the dialog box that opens, choose "Create a system repair disc" (graphic below):
