Recently I had to replace my motherboard AND hard drive, so my computer
was basically wiped of everything. I saved the files that I could, and
moved them, and they work fine.
Before this, the sims 2 (and the EP's that I had for it) all worked
perfectly...

reformatted my husband made the old C drive a separate partition on my hard
disk, and I moved, or not reinstalled.

As the operating system and hard disk need to be
'restored' to pristine condition and strictly speaking the hard disk
should be completely 'zeroed off' before reinstallation.
