I haven't used Gentoo for a few years, but my limited experience with it brought me to the conclusion that the (barely noticeable) speed increases gained by compiling the packages were far outweighed by the disadvantage of the time... .

They are stable, you can buy is no, then I would start with Ubuntu .
Any distro can be installed from scratch - but how many can is a keypoint on that distro !
Red Hat Enterpise Linux or CentOS.
Or Ubuntu (server) due to dist-upgrade.

There a few ways to do this:
Copy the contents of a small distro like puppy, tinycore, knopix, etc.

I would suggest that you use SUSE Studio to build your own stripped down distro that focuses on development tools, and use that.
distro that weighs you down with duplicates of the functionality on your host os.

It's basically 20 years since....
It might make your life a lot easier, as it provides a low level virtual machine that makes a lot of hard stuff just work and has been very popular .
You might want to check out LLVM before going down this particular path .
