Why is dividends paid a financing cash flow? rather than an operating cash flow?

Okay so it seems most indexes do not account for dividends, does not that make the index easy to beat… you invest in the real stocks but you get dividends, while the “return” of the index itself only shows the asset appreciation, what am i missing?

You can't.
If you pay taxes on the dividends in your country, you can take a credit for the taxes paid using Form 1116.
The dividends are taxable regardless of what you do with them.
