I had no issues until about a week ago; since then I haven't been able to download any picture that I recieve through messaging, no matter what size it is.

I tried to download a picture today and all I got was the encoding. I went back and located the correct code to open with but I still don't get a picture

You've problem with the PictureBox control, not with the partial download.
You have two options:
Use on completion.
Of the download as the browsers do, and not to show only when it finishes.
