I've searched the forums and done some testing on my rig, but I still have some questions as to the exact functions of these options.
My mobo manual has them all listed as basically word for word the same thing....

If you enable EIST and set windows to max performance, it will act the same as if EIST....
EIST/motherboard is handling the power saving.
C1E is power saving (Speedstep) handled directly by the CPU itself .
Ignore what eztune says.

I am getting started with overclocking my 2600K on my Z68 FTW. I have noticed a strange phenomenon. With all the standard do-not-mix-with-overclocking stuff disabled (EIST, C1E, C3 Report), my chip runs at 3400MHz, no more, no less, regardless...

Also PLL override should be turned on for anything ... .
It should not only mention that EIST needs to be enabledeist on should only affect you cpu downclocking during idle(it should go to 1600 or so at idle.
To disable it for these boards as well.

I have i5 2300 and P67 FTW. BIOS shows 3.8ghz but ELEET and CPUZ show 3.3ghz. Any ideas?

Non "K" chips can only go 4 bins over stock so 3.2 should be the max if you got 3.3 you go lucky .
The 3.3 is the best your going to get.

Can you post a screenshot of what Throttle Stop looks like for you? If EIST and Cstates are not greyed out and checked you can uncheck them so they are both off... If you can do that it wont matter that you dont have those options available in the bios...

Ts.jpg yeah that sucks we need both to be uncheckable because one step is have both ... .
If you check/uncheck C States, but EIST is greyed out.
If EIST and Cstates are not greyed out and checked you can uncheck them so they are both off...

In mobo I have
i7 2600,
4 GByre RAM 2x2,
old 8400GS working perfectly on other builds
Using iBoot 3.0.4, HackBoot V6 and other boot cd and Retail SL 10.6.3.
When swap to SL DVD I have an ACPI kernel panic. See attacment.

Sometimes when i turn on my computer i get a 6A error so i turn it off by holding down the power button and turn it back on and it starts up fine, when the computer is running i don't get any problems and every time i restart my computer it starts up ...

Chris,
This is *probably* caused from EIST and/or C1E being enabled in your BIOS.
These features dynamically adjust the speed of your CPU (and voltage)
according to the CPU demand. You can try to disable them and see if things
stabilize, if they do then...

That didn't fix the boot issues, but it
does seem to have enabled ntp to run.
That's even with CPU frequency scaling enabled (running-enabled ACPI in BIOS.
Now are all in
the -1.5ms to 2.5ms range.
