Update: When trying to turn over the engine, when the "tick" noise is made, there is a blue flash major electrical connections I have been able to find I have removed, cleaned, with no luck.

Power line noise can be addressed....
Matt S You will find two sources of noise, the power lines and line contamination and enviromental EMI.
It is the ability to 'reject' unwanted noise.

I have figure out the cause of the ground....
Besides, when the phone is not connected to power the noise disappears.
The ground loop the problem to the phone.
The charger and see if the noise is still present if you haven't done that already.

Try turning off intel speedstep and see if the noise stops, where are you hearing the noise through speakers/headphones? if headphones try disconnecting the front panel usb connectors from the motherboard and see if it stops....

It's much quieter than the fan noise I have had on some.
I just live with it, it is not that loud and it's only when the cards are stressed .
I have this noise on my 580 GTX 3GB SLi setup as well.

Not saying it can't be the Slim Phatty, it would just be good to know it the noise exists.
Turned out it was the Edirol unit.
Running the laptop on batteries also reduced the noise.
