For a system I'm working on I need to call a list of Phone numbers programatically when something breaks. Basically a simple phone based alert system, and am guessing it could be done with Skype, but I'm wondering if anyone has experience doing this, ...

You can have a clearer error's message than skype's phone generated with robotic voice :)
Just search... .
I would go with sms.
Try the demo account (1000 free minutes) - it's very powerful and easy to set up .
You might consider a system like Twilio instead.

Tried to "Opt In" under the Messaging App.
Tried the ##CMAS# and received a recording stating the number or code you dialed is not a working number .
Still can't find anything on my Samsung Epic 4G that allows me to "opt in" to CMAS .

Q: Wireless Emergency Alerts How do I enable the Wireles Emergency alerts on my cell phone? The NWS will be putting their tornado warnings on the cell system next month, but WEA must be enabled in the phone to receive the text message.

This is a WMC issue that highly affects the xbox and MS chooses too or cannot fix. .
I assume your referring to the EMS messages that cuts across all channels the service provider is required to test on a monthly basis .
