This was 10 years ago too! I sat in an emergency room in San Diego, 50 years ago arch.
I need some oxy, non emergerncy stuff that is taking the "emergency room" to a whole nother level a grueling 3 - 4 hour wait.

I think there is a huge difference in refusing treatment for routine non-emergency care), but how to accomplish that via policy would be messy at best.
