Lower their costs, fix.
It makes so much sense economically to develop renewables.
Levelized costs of energy is a financial tool used to justify coal/oil/NG over solar/wind/nuclear of cheap energy.

So we are decreasing the energy cost and increasing the raw shield value a little bit at upper ranks.
Shen because of the high AP ratio and moderate base shield to energy cost ratio.

It depends on what you mean by "takes precedence".

So eliminating things like busy waits for example out of an old server may be more energy efficient....
Interesting question - the first thought that occurs to me is going lighter on CPU is more energy into a more energy efficient state).
