The previous owner of my 2006 STi rolled the fenders and now after the winter there is a very thin bit of rust forming on the underside (out of site). Would sanding it off with a fine grit sand paper work, then applying touch up paint solve my problem...

The fenders and now after the winter there is a very thin bit of rust forming on the underside (out pictures in the morning If it's out of sight I would mask off the outside edge, sand off as much rust as rust prevention.
My next DIY project lol wish me luck! Got the paint code for my car color and got the aersol paint from an online site. How hard can it be? lol....Yeah, i did research the process on painting a car lol

I had to take off my front bumper and fender, but some of the bolts are so rusted that they are snapping off and breaking. How do I fix this/get them out. Also, how do I prevent this shit from happening in the future?!?

Consider....
If the bolt breaks your are stuck with drilling it out on the bolt when you put it back .
Yep ^! In trying to get them out lots of PB Blaster so the head is less deformed from rust.
Use coated bolts if you don't want them to rust.

After a couple to remove any deep rust.
Will be rust proofing, When removing the rust,..make sure to remove all of it including any pitted marks.
Wow that's the one place I hate rust the most cuz it doesn't unbolt.
....also the fender edge will stick out a bit farther than the door edge according to the Fisher Body Manual to avoid any buckleing when the door is opened. Pics will help form a plan.

Didn't tackle the fender gap yet, I'm on-call covering two let me know what I should do first, loosen bottom of fender and pull out....
