You can giveAbsolutely - a fever that high should be reduced.
That temperature is way to high.
A pediatric dose of tylenol or other fever reducer.

Yes that will help.
You can use Salted water for treatment.
Up to 103 fevers actually help the body fight diseases but beyond that they start to become dangerous.
Evaporative cooling is a good idea, just keep changing the damp cloth .
