I am looking for a good solid fuel filler neck. The one one my 91GL is badly rusted and I can't find a new one.

If it was meant to connect, I don't understand why you would need two "inner sleeves" .
Problem is, I don't know how you can push the filler neck enough to get to the tank and filler neck.
Since the fit is so snug.

Holly cow! that grommet for the cab and fuel filler neck is a pain to install. I got it done but there has to be a secret to an easier installation. I used a soapy water solution and some dental pick style tools to pull the grommet in from the back side...

Just stay....
The filler neck was slightly off center, and I had a hard right off.
Install the grommet, lube the gas filler neck and then push the tank back through the installed grommet tank in first, then put the grommet in.
