The white area on the cap was a layer of glass applied between the cap and the hull wall.

Some sort of slab-jacking comes to mind, with trench shoring installed in the pool to keep the wall where pushed the walls into the cavity, the flowable....
Layers should stabilize it so there's not much weight pressing against the walls.
