The only way I know of is to change the Operating System's configured language, which changes all text to said language.

In fairness, the thread title even says..."better foreign language song, then English song", so I thought why it matters which one came first.

Does it matter for a programming company manager if the programmers that come in know such technology like asp.net or ruby on rails, or it doesn't really matter as long as they're smart and get things done? I mean, specific technology is a matter of learning...

If you run into the problems as a newbie programmers can pick up any framework/language, but there are a lot of patterns unique to a framework, etc.
And the language (long list here, depending on which language you pick).
