The blue color is just as intense in both.
Correction: the second picture is a San Francisco Garter, but is still closely related to the Neon Blue California Red Sided Garter (from my understanding).

Like feeder guppies, or feeder goldfish fish.
Garter snakes can eat fish, but live fish.
Garter snakes and water snakes are known to feed occasionally on dead and live small freshwater for them.
