Actually, according to http://gasbuddy.com/gb_retail_price_chart.aspx , gas prices WERE under_chart.aspx , gas prices WERE under $2.00/gallon for the first 3-4 months of 2009.

So if the economy is bad, and gas prices go up because of low supply lower....
But I think the tax on gas is based on 'per gallon', so higher gas price does not equate to more tax revenue, which is not too far of a reach.
