They do it to appeal both to their Gazan constituents and to give Israel provocation to keep up the military action against them. The worse thing that could happen for Hamas is for Israel to stop giving the international community fodder for complaint. You site positive propaganda for Israel but in fact most of the world fails to even mention the rocket attacks when it blames Israel of war crimes for sending soldiers into Gaza. source
