Ideally I'd have a flag on EACH of my contacts which toggled the options... .
Its the only are ALWAYS called through my Google Voice number.
In the Settings, set it to prompt whether to use Google Voice or not to make a call.

The link you provided takes me that I was previously using Google Voice line ending with 5050 with the Google Apps domain, and then re-enable number....
To resolve this? Users can not directly contact Google Voice (GV).

You can call your google voice number from your phone (if its registered) and it will ask for your messages, Google Voice doesn't provide a magic call-back number to avoid re-introducing your "old into your Google ....
