I have a friend that is trying to start up a private insurance agency that focuses on serving veterans. Does any one know of any grant programs that he could look into?

Why doesn't this item fit in Dominion, exactly? Is it because of the wards, the damage proc, or both?
Regardless, why can't the passive(s) just be disabled and the item be allowed in Dominion, regardless? Currently, it's the only item in the entire game...
