HI,
Got the H1B stamping done in India but not traveled to USA yet, employer delaying for various reasons.
So there is no pay stub, is it possible for H1B transfer to another employer?

You need your H1b approval (I-797) copy and find a new sponsor and get....
If you are out of the country, pay stub is not needed .
Pay stub is needed when a person is on H1b in the uS to prove that they are invalid H1b status.

Talk to your employer and give an address where they can reach you just in case .
They address that they ask in DS160 is to get in touch with you if they need to .
You cannot give a hotel address in DS160.
