I know what electric,heating bill is what is energy bill for? is that another word for gas bill? so what is energy used for in the house?

I have rented a few rooms in my house in the past and there was always an issue around the heating bill. With OFCH there is obviously no monthly bill. Just fill the tank when needs be.
I was wondering if anyone has any advice with regard to the best way...

I have just recieved my heating/hot water bill in after waiting 3 years. The housing association I am with sent out a letter a while back stating they were buying energy and water from managing agents of the building and they had must recoup the costs...
