Wrong to be annoyed by neighbor?
We had one family on the block where I grew up who would leave notes for their neighbors when they parked in front of the family's house. The rest of us on the block made fun of that family. Street parking is public, free, not owned by any one household, etc.

What to do about neighbor who looked through our mail?
Your neighbor may not be aware that tampering with someone else's mail is a federal crime for which the maximum penalty is five years in prison. Your mailbox, even if you purchased it yourself, is property of the USPS .
You could casually mention that you just heard about this law, and what a hoot! Who would risk federal prison for something that dumb?

What do you do about upstairs neighbors with a baby?
Be hopeful that their kids don't follow the path that mine took. My girls are now approximately four and two years old, and the two-year-old screamed bloody murder for months when she was a baby. My four-year-old just recently started waking up screaming in the middle of the night fairly often, and let me tell you, settling her down again is mighty unpleasant.
So, yeah, it can get worse, but at least you don't have to deal with the actual kids. Unless you want to make some extra money babysitting...

Leela-I beg to differ- I think it is insane - Its also an addiction . And yes , certainly there are ppl who value their health to the point of obsession about being free from other ppl's smoke and on the other end of that scale is the person who just cant quite overcome self-stimulation cuz of the lack of emotional intensity necessary to defeat the addiction .
