Hoi An is pretty good for kids - small quiet and interesting things to do, as well as good food options. In October however, it usually rains qui,the a lot and sometimes floods, though I think it's more likely to be later.

Don't know for certain but on other Paradox games you just go to the game's save folder and delete.
