I need to attach pieces of felt to a crocheted hat and I'd like to save time by gluing them on. So which is more secure: hot glue from a glue gun or tacky glue?

Hot glue for sure! Tacky glue won't hold it long.
To know which glue is best.

I made some shoulder pauldrons out of craft form, and to fill in the gaps I used a hot glue gun and smoothed it out. I then sprayed it with black paint, the foam part was alright but the glue was really shiny and noticeable!

When dry, sand it even smoother with a bit wait at least 8 hours (24 is... .
That doesn't dry as shiny as spray paint ive, or white glue (PVA glue) thinned with just a touch of water.
Maybe you could try painting the glue with acrylic.

After you get the glue on the base you're trails that hot glue tends to make, just hit it with a lighter for a couple seconds until it melts back effects....
Working with hot glue, keep a cup or bowl of cold water handy.

Hot glue has a fairly fast dry foam and fabric, so yeah.) You should be able to pick up a hot glue gun in Homebase/B&Q (somewhere, with the glue....
A look at your bottle or test yours somehow to see if it's even viable .

Yes, hot glue isn't good for building, it gets old and the wood can pop apart.

Can I simply hot glue silk flowers to an old mirror to create a frame? Or do I need to frame it with wood first?

Give it a try with a tube of glue rather than hot glue as it may affect the silk flowers..
I do not think the glue will adhere to the glass.
