It reads to me as if the US will tax your income because the property is situated in the US.

For personal income tax declarations, normally you should use the rate relative to the transaction date.
French tax Office normally publishes around end of 1st quarter and average rate you can use for smaller amounts. In doubt, call your own Tax Office...
