It seems I'm getting mixed messages from eBay reps. If I list an item, and it DOESN'T sell, am I reimbursed my insertion fee? I didn't think I was, but one of the help representatives said Insertion was free for stores if it didn't sell..

If the listing has a GTC duration....
If you close your store, when you relist, then will be charged the non-store insertion fee.
So when you have a store, you pay store fees.
Insertion fees are charged at the time of listing.

I was shocked at how blatantly and unblushingly ebay announced their NEW fees.
First they give us a 5 cents discount on Insertion Fees BUT then they force an extra 3% on Final Value Fees!!!
