In ubuntu, simply double clicking the file should be enough.
And click on install button will install it
sudo gdebi package.deb
or
sudo gdebi-gtk package.deb
Which will open up a graphical installer.

Is there a GUI for Ubuntu server at install time?
i installed Ubuntu Server 9.04, and logged in at the text based login prompt. i was hoping the GUI would then launch so i can configure the server.

There will be some performance hit when running Ubuntu this way, but you might not find, and doesn't support....
It'll put the Ubuntu "partition" in a file or Ubuntu.
You can install Ubuntu from within Windows using Wubi.
