What is the best way to integrate a legacy phpBB forum into a new Joomla site?
Basically I want to keep the navigation links (top and main menu), and embed the forum as pages in the site.
Is this feasible?

Registered users in Joomla will be replicated to phpBB too (and vice versa, you have to setup JFusion installation and it's working pretty....
For Joomla and phpBB you can use JFusion , so people logged in Joomla will be logged in phpBB.

Eddy Is there still a problem with phpbb2 to be sure that this problem... .
You only need one log-in for both phpbb and gallery? In other words, will this integrate the user I attempt to integrate Gallery2 with phpbb....

We are now running phpBB v.3.0.9.
The upgrade was smooth and AFAIK flawless. If you detect any problems or anomalies, please let us know.

As long as you
use Joomla 2.5+
Have every Joomla in its own subdirectory
Set cookie path in theses Joomla containing this subdirectory
Have all on the same domain if you want single login
Registration can take place one ONE system only to get the user... .
