I've had this issue happening with a lot of older games it seems like the GPU throttling nvidia put in place is having trouble with older games that don't use as much GPU power, it doesn't seem to scale properly .

Just not well.
DX9 will run fine and that is the modern 950, so I'm sure it'd run...
I dont know about you, but anything Directx 10 will not run .
The Intel HD-2000 IGPU.
