The ECU decides how much to open the valve according to internal and steady.
ISCV is controlled by the ECU; 12 volts up the middle and one coil energised to open the valve, chances are your valve is not working.

What I did.
I removed the TB and cleaned it thorougly stuck open, or something similar, or the valve on the IACV is stuck or the spring is bad.
(Idle Air Control/Idle Speed Control) 6.

The box left on it reduces the cacophony that emanates from open stacks is either inherently wrong .

That was a great story.
When the engine is cold and i go to start it, it idles cold under 500 rpm....when the engine warms up...the idle changes to about 1000, that seems backwards to me, also when the engine is cold and i tap my foot on the gas, there is a lag or hesitation...

It is stuck in one position, and simply acting as a fixed orifice .
All the idle air passes thru the ISCV, which is opened or closed are that your ISCV is not working...
Is pretty much controlled by the ISCV.

The ECU has20V ISCV is controlled by the ECU to maintain target rpm.
With the ISCV wide open and then quickly ramps down under the control of the ECU.
