I would just move the files, copy them from the folder to the root folder that way you have.

First, install joomla where it is accessible via our web server take a dump of the mysql database and put it into some directory also inside the root folder where joomla was installed....

You can set up post-commit hooks in SVN to run a script to export" on the site's root directory.
But it's versioning inside Joomla itself.
