Since you are using two option but to stream them through a Servlet or something I guess I can keep them outside tomcat directory.
This will allow you to store the image just about anywhere.
In the database.

They are just telling you not to put them in a place where they will be executed.
Aren't asking you to validate whether files can be executed as cgi files.

You can then store the paths only the user and....
Of doing it, is to place all the files in one place, to which you statically allow no access to anyone turned off you can prevent anyone from seeing the structure.
