After reading http://www.w3schools.com/tags/tag_noscript.asp confused about onclick event on noscript tag.
Anybody knows the purpose?
If there is no purpose, why the hell they keep it?

The X-Purpose: preview header is only attached to the HTTP request for the base URL.
The Top Sites page of the page.
The "X-Purpose: preview" header is definitely a Safari 4 top sites thing.

What is actually the purpose of offline mode. does it somehow manages the caching system of the browser. or it just skips the host resolution part, dont know for what. what probably the designer had in mind, when he developed the offline mode feature....

Of course, your question said that there was a specific purpose and I've just given 3 separate reasons.
Another goal of Scala.
And || as applied to two booleans (In Java, you'll find very few people know).

What is the purpose of anonymous { } blocks in C style languages (C, C++, C#)

I know you can open an SQL console in Access when creating a query or a view, but is there an 'all purpose' console that would allow me to execute statements like:

I don't know what you mean by "all-purpose console," but perhaps inside Access it's the Immediate purpose SQL use like creating tables and what not.
